Oxford Zero Emission Zone: does your car pay?
Yes, unless the car is fully electric. Oxford's pilot zone charges every vehicle that isn't zero emission, hybrids included, from 7am to 7pm. A Euro 4 petrol or Euro 6 diesel only gets a lower rate; it doesn't avoid the charge.

How it’s enforced
It's a daily charge from 7am to 7pm, every day of the year, and one charge covers the whole day. A parked vehicle that doesn't move isn't charged. You pay on the day or within the following 6 days through the council's own service; the GOV.UK clean air zone checker doesn't cover Oxford.
Oxfordshire County Council listed £0 for zero emission vehicles, £2 under 75g/km, £4 for Euro 4 petrol and Euro 6 diesel, and £10 for everything else on 25 September 2026. The penalty was £60, or £30 if paid within 14 days. Amounts change, so check Oxfordshire County Council before you rely on them.
How many local vehicles fall before the cut-off dates
Of the 333,072 cars and light vans that took an MOT in the OX (Oxford) postcode area in 2025, 29.8% were petrol vehicles first registered before 2006 or diesels first registered before September 2015. Across Great Britain the figure was 26.7%.
Measured from DVSA’s anonymised MOT test results for 2025, one count per vehicle, by the postcode area of the test station. A postcode area is bigger than the zone itself, and a vehicle before the cut-off date is likely, though not certain, to miss the standard. Cars under 3 years old don’t take an MOT, so they aren’t in the count, and all of them meet the standard.
Exemptions and discounts
- Discounts, applied for 10 working days ahead, for Blue Badge holders, disabled tax class vehicles, residents and businesses in the zone, and health or care workers
- Exempt: Oxford-licensed hackney carriages, registered local buses, emergency, historic and military vehicles
- A July 2025 order made the resident, Blue Badge, business and hybrid taxi discounts permanent
Summarised from the operator’s pages. Most exemptions need an application before you travel.
What’s changing
A wider city-centre zone has been proposed but not approved. The council says a revised programme of engagement and consultation is being prepared, and it has published no start date.
